The changes to the Local Government Act require Local Government Mandatory Performance Measures.
These were developed by the Department of Internal Affairs, and the sector and public consultation were undertaken.
The Performance Measures were finalised and published in November 2013 and will come into force 30 July 2014.
Information on the Mandatory Performance Measures can be found on the Department of Internal Affairs website, which also includes the pdf of the Performance Measures.
The Mandatory Performance Measures apply to the following assets and activities:
- water supply,
- sewerage,
- stormwater drainage,
- flood protection and control works,
- roads and footpaths.
The Mandatory Performance Measures must be reported, and in effect become part of the service levels and service level reporting for the activities and assets.
As part of your 2014 Asset Management Plan Update you should be reviewing:
- Your AMP levels of service to ensure that all of the mandatory performance measures are included
- Your systems and processes to ensure that the data gathering required to support the mandatory performance measures is in place
- Your systems and processes for data gathering for the mandatory performance measures are sufficiently robust, with adequate quality control, to enable public scrutiny and auditing of the systems, processes and the reporting of results.
