Local Government Act 2002 Amendment Bill No 3 Third reading

The Local Government Act 2002 Amendment Act 2002 received assent 7th August 2014 and became law.

This Act contains several sections that require attention during the 2014 AMP preparation phase.  Broadly these are:

  • Development Contributions:  If your infrastructure capital programme is dependant on development contributions then make sure you are aware of the changes made – there may well be impacts to the extent and timing of funds
  • Infrastructure Strategy:  A 30-year Infrastructure Strategy is required with a number of listed requirements.  A blog post specifically on the Infrastructure Strategy requirements will be added to this site.
  • Delivery of Services Review: A comprehensive review of the delivery of services is required within 3 years i.e. by 7th August 2017.  The review can be triggered earlier.  The review must examine the ‘cost-effectiveness’ of current service delivery arrangements.
