The Local Government Act 2002 Amendment Act 2002 received assent 7th August 2014 and became law.
Good high-level summaries of the changes made by the Act have been provided by:
Simpson Grierson with their scorecard; and Anderson Lloyd with their summary.
This Act contains several sections that require attention during the 2014 AMP preparation phase. Broadly these are:
- Development Contributions: If your infrastructure capital programme is dependant on development contributions then make sure you are aware of the changes made – there may well be impacts to the extent and timing of funds
- Infrastructure Strategy: A 30-year Infrastructure Strategy is required with a number of listed requirements. A blog post specifically on the Infrastructure Strategy requirements will be added to this site.
- Delivery of Services Review: A comprehensive review of the delivery of services is required within 3 years i.e. by 7th August 2017. The review can be triggered earlier. The review must examine the ‘cost-effectiveness’ of current service delivery arrangements. A blog post specifically on the Delivery of Services Review will be added to this site
Details around the requirements for the 30-year Infrastructure Strategy and the Section 17 Delivery of Services Review will be covered in specific blog posts.
I would encourage you to read these blog posts when they will be published.
